The State Travel Managers Alliance has partnered with the NASPO ValuePoint Cooperative Purchasing Organization and created travel related price agreements or programs. These programs are available for any state and authorized political subdivisions to use.

About NASPO ValuePoint:The NASPO ValuePoint Cooperative Purchasing Organization (formerly WSCA-NASPO) is a subsidary of the National Association of State Procurement Officials (NASPO) and was established to manage its national cooperative purchasing program.

A 21-member Management Board of state procurement officals across the nation oversees the operations and activities of the organization.Since 1993, NASPO ValuePoint has served as the primary cooperative purchasing arm of NASPO and encouraged, fostered, and guided participating members to work collaboratively in an effort to create true procurement cooperatives. The current NASPO ValuePoint portfolio of 50 plus cooperative contracts covers a broad portfolio of commodities and services. These cooperative contracts benefit countless public entities including states, cities, counties, and higher education institutions.

The NASPO ValuePoint Cooperative Purchasing Organization represents a unified, nationally-focused cooperative purchasing program that leverages the collective expertise and experience of NASPO ValuePoint and NASPO, aggregate the demand of all 50 states and their political subdivisions, and help spur innovation and competition in the marketplace.

Lodging:NASPO ValuePoint Lodging is a nationwide lodging program that contains over 11,000 qualified lodging facilities consisting of over 1,000,000 rooms that will honor GSA Per-Diem Rates for State and Political Subdivision employees traveling on official business. The NASPO ValuePoint Lodging program was created to achieve two missions. First, to ensure State and political subdivision employees are able to find lodging facilities that will honor GSA per-diem rates for their stay. Second, for the States to gather travel spend. Vehicle Rentals: The NASPO ValuePoint Vehicle Rental program are agreements with Enterprise, National and Hertz rent a cars. These agreements offer deeply discounted rates along with unlimited mileage, one way rentals up to 500 miles and $1 Million liability and full Loss Damage Waiver protection. Roadside assistance and direct billing are also available under these agreements.


Discount Airfares:The NASPO ValuePoint Discounted Air Fare program consists of a agreement with Southwest that apply discounts off of published ticket prices at the time of ticketing. This program is available for all domestic and limited international coach fares and requires performance measures and quarterly reporting requirements by participants.


Travel Center: The NASPO ValuePoint Travel Center is designed for public agencies to meet their travel needs and is designed to be a one stop travel shopping site. All the agreements and listings on this site have been competitively solicited through the State of Oregon public procurement processes. The travel center contains the NASPO ValuePoint Lodging program, provides access to the three contracted nationwide vehicle rental companies and the NASPO ValuePoint discounted air agreements.
